Farmers Market Strategic Plan Project

In May 2012, the City of Moscow was awarded a USDA Rural Business Enterprise Grant to prepare a Strategic Plan for the Moscow Farmers Market. With the many changes seen in the Market during the 2012 season, staff wasn't able to begin working on the project until September. At that time, we crafted the request for proposals to find a consultant to assist us with the project.

Aaron Zaretsky is the consultant who was chosen to work with us on the strategic plan. Aaron is the president of Public Market Development and an alpaca farmer who has more than 30 years of experience with both Farmers Markets and Public Markets. With Aaron's assistance, we will explore topics such as size, infrastructure, market space, vendor space, marketing, governance, and more.

Public meetings and presentations held October 27 for vendors and October 29 for the public began with Aaron's direct comment that the Moscow Farmers Market is special, unique and amazing and his approach is truly to, "do no harm". On January 10, 2013 Aaron returned to present the results of the questionnaire developed to gauge opinions on the ideas and proposal being considered for the Moscow Farmers Market. That report and those results are posted in the documents box to the right of this page.

Next steps include development and presentation of the final draft plan.  A City Council workshop has been scheduled for February 7th at 5:30 p.m. in City Hall Council Chambers at 206 E Third Street, Moscow, Idaho. After the final draft plan is presented at the workshop, final revisions will be made and the resulting draft will be presented to the City Council for their consideration for approval or adoption on March 4.

The City would like to thank everyone for their participation in this process, it has been appreciated. Please contact Jen Pfiffner, Assistant to the City Supervisor for more information by email at or by phone at 208.883.7123.
