Farmers Market Strategic Plan Project​​

In May 2012, the City of Moscow was awarded a USDA Rural Business Enterprise Grant to prepare a Strategic Plan for the Moscow Farmers Market. With the many changes seen in the Market during the 2012 season, staff wasn't able to begin working on the project until September 2012. At that time, a proposals to find a consultant to assist us with the project was crafted.

Aaron Zaretsky was the consultant who was chosen to work with staff on the strategic plan. Aaron is the president of Public Market Development and an alpaca farmer who has more than 30 years of experience with both Farmers Markets and Public Markets. With Aaron's assistance, staff explored topics such as size, infrastructure, market space, vendor space, marketing, governance, and more.

Public meetings and presentations were held October 27, 2012 for vendors and October 29, 2012 for the public. These meetings began with Aaron's direct comment that the Moscow Farmers Market is special, unique and amazing and his approach is truly to, "do no harm". On January 10, 2013 Aaron returned to present the results of a questionnaire developed to gauge opinions on the ideas and proposal being considered for the Moscow Farmers Market. That report and those results are posted in the documents box to the right of this page.

A City Council workshop was scheduled for February 7, 2013. After the final draft plan was presented at the workshop, final revisions were made and the resulting document was presented to the City Council for their consideration on March 4, 2013.  At that time the Council directed staff to develop an interim plan to allow for specific planning decisions to be made for the 2013 Market season, while allowing the Moscow Farmers Market Commission time to more fully review the full strategic plan.  The Commission has continued to meet and work through various parts of that plan.
