"A" Street Stage 2 Federal Aid Project
A 0.25 mile segment of "A" Street lying between Peterson Drive and Cherry Street, and a 0.11 mile segment of Line Street/Circle Drive from State Highway 8 to 240 feet beyond the intersection of Line Street with "A" Street is to be widened and reconstructed with new curbs, sidewalks, drainage, water, sewer, paving, illumination, and retaining walls. The proposed new width varying from 36-feet to 48-feet would improve 0.36 miles of existing roadway. The new roadway section on "A" Street and Line Street would provide for two 12-foot travel lanes, one/two 8-foot to 10-foot parking lane(s) and recommended "shy" distances, while retaining most of the existing roadside trees. A 0.06 mile section of "A" Street will be reconstructed to its existing 40-foot width rather than narrowing the section to 36-feet. Some minor right-of-way and easement purchases have been required to construct ADA compliant pedestrian drops at the intersection of "A" Street with Line Street, and for retaining walls and fill slopes. The project will require the elimination of some on-street parking, as well as removal of some unauthorized off-street parking that is in violation of city code. Within the limits of this federal aid project, all deteriorated City water, storm sewer and sanitary sewer lines will be replaced at City expense. Existing retaining walls will be removed and reconstructed at heights ranging from 2.5 to 10.0 feet. This project extends the improvements to "A" Street constructed in 1995.

A few years ago, construction was programmed for 2015, however, the current funding available through the Local-Urban Federal Aid Program ($1.2M) is approximately 50% of what is needed to construct the roadway portion of the project. Due to significant grade changes at the intersection of "A" and Line Streets, the project limits cannot feasibly be reduced to lower the cost.
The project has been designed, the necessary rights of way and easements have been acquired, and the Federal Highway Administration's environmental process has been completed. Due to a decline in the availability of federal funding for local projects, sufficient construction funds have yet to be secured. The project has recently been assigned a construction year of 2020 by the Local Highway Technical Assistance Council, however, that date is dependent on identifying a solution for a construction funding shortfall of approximately $1M.
