Paradise Path Underpass

This project includes construction of an underpass using the existing State Highway 8 Paradise Creek bridge structure at White/Styner Avenue with pathway connections to Paradise Path to the south and the sidewalk system and Moscow Greenway to the north at White Avenue and via the Fairgrounds.

This project has been identified in the Moscow Multi-Modal Transportation Plan which included a series of public input to discuss this and other initiatives within the plan.  As Paradise Path is a connector between the Latah Trail to the east of Moscow and the Bill Chipman Trail to the west, the connection at White/Styner has deemed a difficult crossing location for those seeking access to the trail network.  This project provides greater pedestrian and bicyclist access for the neighborhoods north and south of State Highway 8 to include safe crossings on the highway where there currently is no crosswalk.

This improved accessibility will also support the Safe Routes to School identified route to Paradise Path Charter School.  It will also provide safe and enhanced access to the Intermodal Transit Center, home to Moscow's public transportation provider, Northwest Trailways, the regional public transit provider and the University of Idaho campus shuttle services.

The project is anticipated to be designed during 2017/2018 with construction anticipated in in 2018.  Total project costs are estimated at $539,380.  The project has been awarded funding by the Idaho Transportation Department in the amount of $499,790 with a required contribution from the City of $39,590.
