A Multimodal Transportation Plan for Moscow

The City of Moscow has set a high-priority, short term goal to develop a balanced, sustainable, and efficient multimodal transportation plan, known as "Moscow on the Move" (MotM). MotM will act as an implementation tool for the policies established in the City of Moscow Comprehensive Plan as a means to develop a guide for multi-modal transportation in our community. The Comprehensive Plan, adopted in 2009, sets forth goals and strategies to meet its long-term vision for vibrancy, sustainability, and a multimodal approach to transportation. This consists of promoting a balanced transportation system designed for all users, focusing land use intensity in the downtown core, and stimulating sustainable economic development. MotM will guide modal investments within Moscow and potentially throughout the region by developing policies and strategies that promote attractive and viable alternative transportation options.

The process of developing MotM and setting implementation priorities will engage key stakeholders in the community, and seek to balanced residential, commercial, downtown, and regional interests. This includes residents that are highly dependent on driving, as well as those who desire to improve personal transportation options such as walking, bicycling, and transit.

Moscow, with its mix of full-time residents and university population, and its urbanized downtown core and rural outskirts, provides a great opportunity to reach a diverse population and develop a continuous non-motorized network through a variety of settings. MotM will identify win-win projects and programs to quickly allow Moscow to develop a safe, comprehensive motorized and non-motorized network supplemented by high quality transit service and other amenities.

Building on recent success, MotM help the City:

  • prioritize bicycle and pedestrian mobility and safety projects;
  • plan and fund a much needed third transit route; and
  • balance auto mobility with other modes of travel.

MotM will provide a twenty-year transportation action plan that prioritizes short- and long-term actions for the City to reach these goals.
