The City of Moscow will have three open City Council positions, each for a four year term, to be decided during the General Election, November 5, 2019.
Before a person can become a candidate, the individual must file a C-1 form (Appointment and Certification of Political Treasurer) with the City Clerk. This form identifies the name and contact information of the political treasurer for the respective candidate. Only after the respective candidate has filed the C-1 form may the respective candidate begin raising and spending money.
In order to be considered a candidate for City Council, interested individuals are required to file a Declaration of Candidacy specifying the office sought and affirming that the individual is a qualified city elector. Qualifications to be a city elector are:
- be at least 18 years of age
- a U.S. citizen
- the candidate’s primary residence must be within the city
- the address of the candidate’s voter registration must match the residence address provided on the candidate’s declaration
- the candidate must have resided in the city for at least thirty (30) days prior to submitting their declaration
The Declaration of Candidacy must be accompanied by: (1) a nonrefundable filing fee of $40 or (2) a Petition of Candidacy signed by at least five qualified city electors with the signatures verified by the County Clerk’s office. The Declaration of Candidacy and Petition of Candidacy forms may be picked up at the Moscow City Clerk's office at City Hall, 206 E. 3rd Street, Third Floor, Moscow, Idaho between the hours of 8:00 a.m. and 5:00 p.m. Monday through Friday.
The filing period for Declaration of Candidacy opens at 8 a.m. on Monday, August 26, 2019 and closes at 5 p.m. on Friday, September 6, 2019 (City offices will be closed on Labor Day, September 2, 2019).
Individuals who wish to run as write-in candidates must file a Declaration of Intent no later than 28 days before the day of election, or no later than 5:00 p.m. Tuesday, October 8, 2019. The Declaration of Intent is also available at City Hall.
The Campaign Financial Reporting forms are available for download on the 2019 Campaign Finance Forms page or you may pick them up at the Moscow City Clerk's office at City Hall. All forms are to be returned to the City Clerk and a schedule of due dates can be found in the Campaign Finance Reporting Manual. The Appointment and Certification of Political Treasurer as well as all Financial Reporting must be completed electronically.
