Moscow Mayor Bill Lambert has issued Public Health Emergency Order No. 20-04 effective at 12 am on Sep. 2, 2020, for seven days. The Order was issued to meet the immediate and emergency needs of the community to support kindergarten through 12th-grade students due to reduced in-class instruction. The Order provides for the temporary suspension of daycare and zoning regulations to assist with the COVID-19 pandemic response and mitigation.
The Mayor has the authority to issue Public Health Emergency Orders by virtue of the Constitution and laws of the State of Idaho, Moscow City Code Title 1-11-05(B), and the common-law authority to protect the public in the event of an emergency.
The Order provides for the following exceptions from the current Moscow City Code (MCC) requirements:
1. Day Care Ordinance (MCC Title 9, Chapter 10)
2. Zoning Code (MCC Title 4, Chapter 3)
