New Utility Billing Hotline and Online Bill Pay is now available!

New Utility Bill Payment Portal Launched

The City of Moscow is excited to launch a new payment portal system, provided by Point & Pay. The new system provides the same services for residents with enhanced features and better ease of use.  Registering online also allows users to opt in to paperless e-billing.   E-billing, eliminates paper statements and provides 24-hour account access.

Registered account users will have access to:

  • Establish/update account information and settings
  • Store/update payment methods
  • Make payments
  • Enable Autopay for recurring payments (also helps to avoid late fees and service disconnects)
  • View and download billing statements
  • View payment and billing history
  • Establish and manage communication preferences, such as paperless billing
  • Review water current usage past of water usage
  • Receive email notifications for each billing cycle, upcoming payments, payment confirmation or failure, enrollment in paperless billing, and many more

The new online bill pay site went live on March 2. With this new system, there are two items specific that impact account holders.  In 2020 during the budget process, Council approved the move to have bill payers be responsible for the credit card and bank to bank Automated Clearing House Network (ACH payment) transaction fees. These fees are 2.5% with a minimum of $2 for credit card transactions, and up to $1 for bank-to-bank payments through the ACH network.

Also, with the new system, those who had previously registered online will need to re-register with the new system.
