City of Moscow Reinstates Late Fee and Shut-Offs for Utility Services


In Apr. 2020, in response to the COVID-19 pandemic, the City of Moscow suspended past-due utility billing collection practices, including assessing late fees and water shut-off procedures. City Council directed staff to suspend past due collection practices to provide relief to utility billing customers who were suffering financial hardship because of the effects of the pandemic. On Jul. 19, 2021, the Moscow City Council directed staff to resume collection practices and reinstate late fees and shut-offs for past-due utility bill accounts. Council also authorized the City to write off all past-due utility accounts up to the Mar. 2021 billing. Any late fees assessed at this point or potential shut-offs pertain only to the billings from Mar. 2021 to current.
 As a reminder, all utility bills are due on or before the 20th of every month. Late fees are assessed once an account becomes 30 days past due. Shut-offs are processed within 45 days of a past-due bill. For example, an unpaid Aug. utility bill will result in a $15 late fee if not paid on or before Sep. 20. If still not paid within approximately 15 days thereafter, the water will be shut off, and an additional $30 shut-off fee will be assessed. Once water is shut-off, an account must be paid in full, including accrued late fees and the $30 shut-off fee, before water can be reinstated. Shut-offs take place around the 5th of every month.
 City staff will deliver late fee/shut-off notices between the time a late fee is assessed and shut-off will occur. Property owners with rental properties will be mailed a duplicate past due shut-off notice informing them of the tenant’s utility status. The past-due shut-off notice will state the total amount due, including the $15 late fee and the specific date the water will be shut off.
