Basic Function

Under supervision of the Assistant Information Systems Manager, assist or manage operation the City of Moscow’s computer servers, networks, mobile, VOIP and other related hardware and software to ensure computer systems are functioning and meet the needs of the organization.

Distinguishing Function

Technician level is an entry level position that performs assists with the Essential Functions as listed below under direct supervision of a Senior Specialist, Assistant Information Systems Manager or Information Systems Manager.

Senior Specialist level position performs the full range of duties as outlined herein, may serve in a lead capacity in a specific area or in other interdepartmental specialties as assigned, they may also serve as the responsible party for specific programs or projects as assigned.

Essential Functions

The incumbent shall work well under pressure; meeting multiple and sometimes competing deadlines.   

The incumbent shall at all times demonstrate cooperative behavior with colleagues and supervisors.

Customer Service - Ensure user problems involving hardware and/or software support are managed and resolved in a timely manner including presenting informal end user training that enhances ability to utilize computer equipment, software, phone systems, and other supported devices.   Including software support by completing complex, full-scale software installations, demonstrating, and assisting users of various levels of computer skills in the operation of a wide variety of new and existing software.   

Network - Maintaining computer and fiber networks, performing recovery operations and data backups, implementing security measures, configuring and monitoring virus protection software, evaluating and adjusting network performance and troubleshooting and solving system issues and network problems. Install, configure, and maintain all City network servers including the City’s storage, web, DNS, email, VPN, database and other servers.  

Technician - Installing hardware, configuring software components, troubleshooting issues, repairing or replacing hardware, upgrading systems, performing software and hardware tests, providing IS support, coordinating backup operations, communicating with other departments and managing technical documentation. Includes installation, configuration and maintenance all City LAN network devices including, but not limited to; servers, workstations, routers, switches, firewalls, print servers, wireless access points, wireless microwave radios, pagers, modems, fiber optic cabling, cooper cabling and related devices.

VOIP - Coordinates the installation and maintenance of VoIP, or voice over internet protocol, telephone systems.

Operations - Inventory tasks including purchasing, inventorying and disposing of obsolete equipment out of service and record asset disposal using established systems and records of fixed assets for the computer/network inventory.

Serve as backup for other Information Systems staff in a mutually supportive team work environment.

Education and Experience

Graduation from high school or GED

Bachelor degree in computer science, MIS or related field with specialized coursework in networking and management information systems, associated hardware and software

Four years’ experience in network management, implementation and support

Licenses and Certifications

Valid Driver’s License

Ability to pass a criminal history background check.

Competencies

Advanced methods for managing a network including workstations, server/client based networked computer systems, networked devices and phones.

City organization, operations, policies and objectives.

Laws, rules and regulations related to assigned responsibilities.

Oral and written communication skills.

Interpersonal communications that utilize tact, courtesy and patience.

Assist employees positively with varying levels of computer proficiency in the operation of software, workstations and peripherals.

Clearly communicate technical information to all City employees.

Develop and present training to individuals or groups of users on operation of workstations and software applications.

Conduct interpersonal communications with tact, courtesy, and patience.

  • Ability to lift objects weighing 50 pounds
  • Hearing and speaking to exchange information and make presentations
