Maintenance and Operator Positions range from Apprentice to Senior. Apprentice level Operators may have no experience working with a utility system or similar, Senior level may have extensive experience. The City of Moscow will train the right candidate to join our organization at the Apprentice through the Senior level with pay increases in recognition of that experience.

Basic Function
Under the direction of the Street Supervisor, perform advanced duties in the maintenance and repair of City streets, signs, and traffic control systems; operate a variety of equipment including some heavy duty and hand and power tools.
Distinguishing Characteristics
Apprentice level is an entry level position that performs assigned duties under direct supervision.
Journey level positions performs the full range of construction, maintenance, and repair duties in the Streets Division and operates the full range of equipment utilized in the trade.
Senior level operators are more technically advanced and may serve in a lead capacity in their specific area or in other interdepartmental specialties as assigned, they may also serve as the responsible party on job sites as assigned.

Act as the Responsible Person while on call for the Moscow Public Works and Services Group - Streets Division.
Install and remove large and small banners.
Investigate customer complaints of streets problems and respectfully resolve those problems in a timely manner in order to maintain positive relations with residents.
Performs repair and maintenance activities of the streets system to ensure safe, effective operations in accordance with all applicable rules and regulations.
Respond to Public Works Emergencies after hours as a person On-call. Respond to flood emergencies to reduce property damage, injury or loss of life to the public.
Utilizes appropriate construction and mitigation processes to maintain the streets system.
Apprentice
As directed performs duties in the construction, maintenance, and repair of City infrastructure including: streets, alleys, sidewalks, structures, sidewalks, curbs, ADA ramps, street lights, traffic signals, fiber optic networks, street signs, pavement markings, etc.
Assist in sweeping of all City streets, parking lots, and alleys.
Assist in the operation of a variety of equipment used in street, fiber, and storm maintenance.
Conduct inventories of stock items.
Install and maintain all paint and thermal plastic pavement markings to current MUTCD standards.
Perform basic tasks with snow removal utilizing light equipment.
Under direct supervision of a Traffic Control Technician, install traffic control for work zones and special events.
Journey
As a Traffic Control Technician, install traffic control for work zones and special events.
Assists completed and leading duties in the construction, maintenance, and repair of City infrastructure including: streets, alleys, sidewalks, structures, sidewalks, curbs, ADA ramps, street lights, traffic signals, fiber optic networks, street signs, pavement markings, etc.
Build MUTCD compliant street and traffic signs using computer program, vinyl cutter, and roller press. Install, inventory, repair and assure MUTCD compliance on all street signs.
Install and refresh traffic markings including curbs, parking delineation, crosswalks, arrows, stop bars and main line striping to current MUTCD standards; clean, grind, prepare, and operate machine to apply appropriate color and line dimensions to pavement. Be familiar with the use of traffic paints and thermal plastic application.
Operate a variety of surveying equipment to check grades and elevations. Install hubs and read survey stakes.
Assure MUTCD compliance in work zones, maintain barricades and temporary traffic control devices, and generation of traffic control plans.
Locate all City-owned storm and fiber lines.
Maintain and repair City-owned traffic signals. Assist in the repair of the state-owned traffic signals.
Maintain replace and install guardrails.
Maintain storm sewers, repair or install new manholes and catch basins. Assure storm sewers are free flowing. Clean and maintain drainage ditches. Repair or build new storm lines. Maintain detention ponds and assist in flood control efforts.
Operate a variety of equipment used in street maintenance including backhoe, tractor, grader, front-end loader and rollers, roller, excavator, bucket truck, pipe locater, compaction equipment, concrete saw, crack filler, street sweeper, hydro excavator, welding equipment, drill press, hydraulic press, storm sewer root cutters, ditch digging equipment, power saws, a variety of hand tools, and tree trimming equipment.
Operate snow removal equipment including plows, sand and salt, and magnesium chloride application equipment, dump trucks, graders with snow gates, front-end loader, and snow blower.
Perform yard maintenance including gravel, cold mix and salt stockpiles, manhole lids, culvert pipe, guardrails and posts, street signs, and sign posts.

Trim trees and shrubs in sight triangles and rights of way throughout the City and maintain a City issued tree trimming certification.
Senior

Request and conduct utility locates to minimize the risk of damage to other utility systems during normal maintenance or repair of City streets, storm and fiber optic systems.
Review engineering plans for new developments and conduct post construction inspections of new developments prior to possession by the City.
