This project is reconstructing a portion of Third Street including new underground utilities, road base, and paving. The curb bulbs included in the CPS grant project located within the footprint of the reconstruction project were included in the project design and award. This project is currently under construction.
This phase includes the corridor from Adams Street to Mountain View Road. The second phase will include the remainder of the corridor with the exception of the Adams Street intersection. These improvements are based upon the Transportation Sub-Committee's recommendations approved by City Council for the Third Street Corridor improvements. A portion of Phase I is funded by a Local Children Pedestrian Safety Program Grant provided by the Idaho Transportation Department.UPDATE 9/10/18 - The new raised crosswalk and bus stop improvements have been completed at Third Street and Adams Street near Moscow High School. The Installation of sidewalk, pedestrian ramps, bulb-outs, and retaining walls on Third Street from Hayes Street to Mountain View Road has started and will continue until November.

This phase of the Corridor improvements includes the Third Street approach to Washington Street. Per the Transportation Sub-Committee’s recommendation regarding this section, as approved by the City Council after an independent review by Alta Planning of Portland, Oregon. Staff will prepare a submittal to the Idaho Transportation Department requesting approval to modify Washington Street (US95) in accordance with the Plan C concept with the modifications proposed by the Alta report. The design of the components west of the Jefferson Street intersection will be on hold pending approval of the concept by ITD. It is likely that the construction of the Phase II improvements will not occur until 2019 as obtaining approval from ITD is anticipated to take several months.
The Third Street intersection at Adams Street is not included in either Phase I or Phase II of the Corridor Improvements projects. This is due to concerns on timing of the construction with respect to the beginning of the school year in late August. As the improvements at this intersection include the installation of a raised pedestrian crosswalk on the east side of the intersection and a curb bulb at the transit stop on the west side of the intersection. Construction of these improvements will effectively close the intersection for a period of time. In order to avoid having Third Street closed in front of the High School at the beginning of the school year this project will be addressed separately and is anticipated to be completed by mid-August.
The Alta report recommended that the City consider the addition of a HAWK signal at the intersection of Third Street and Mountain View Road. The Subcommittee supported adding this item to the project as well which was supported by Council. The other corridor warning light systems are the time activated “bouncing ball” yellow lights to be placed on the School Zone Speed Limit signs at the High School and Lena Whitmore Elementary school zones which will also be installed this year.
