The City of Moscow has been working with the Idaho Transportation Department Local Highway Technical Assistance Council (LHTAC) on Moscow’s ‘A’ Street reconstruction project for many years with a scheduled project start date in 2019. Design activities leading to the advertisement and bid proposal process were developed in preparation for the 2019 construction season with an originally anticipated call for bids scheduled to be held during the winter of 2018-2019. Due to delays in the process, the call for bids was postponed to April of 2019.
In an effort to manage projects costs, City staff has requested and the Moscow City Council has approved, delaying that project in order to avoid potentially inflated bids given the late date of this year’s state bid process. Concerns stem from the fact that most contractors are very close to having their 2019 construction season work already lined up, as well as the fact that the project timelines given northern Idaho’s limited construction season would require the project to be constructed over two seasons.
Although the City is anxious to move forward, we are also cognizant of the challenges we may face with a late spring bid. Rather than risk higher bids due to the late bid situation, the City of Moscow has worked with LHTAC to delay the project until the 2020 construction season in order to bid the project during the early winter months of 2019 to maximize cost savings and coordinate construction timelines within one season rather than two.
