Highway 8 Underpass

Cyclists using the Highway 8 Underpass

The Highway 8 Underpass is a pedestrian and bike route along the Paradise Path that passes under Highway 8 near Styner Avenue in Moscow, Idaho. Approved in 2017 by the Moscow City Council and completed in the fall of 2018, it is truly a community effort with many individuals and organizations contributions. The project was studied by a University of Idaho Engineering class in 2011 and TerraGraphics Environmental Engineering in 2015. Following these research periods, both groups concluded that the underpass was feasible. The Highway Underpass was primarily funded by a State of Idaho Transportation Alternative Program grant, awarded to the City of Moscow. The remaining funds were contributed as a local match and were provided by Moscow Urban Renewal Agency and the City of Moscow. Of the $539,000 project total, the Idaho Transportation Alternatives Program provided $500,000; with the remaining local match of $39,000 funded with a $15,000 contribution from the Moscow Urban Renewal Agency and $24,000 from the City of Moscow.

The Underpass offers a safer alternative for pedestrians and bicyclists needing to cross Highway 8 and is a valuable addition to the Paradise Path. The City of Moscow extends its sincere thanks to everyone who contributed to this project.
