The City of Moscow is proud to recognize City of Moscow EMS Division Chief Debby Carscallen who has been recently announced as Paramedic of the Year for the 2019 National EMS Awards of Excellence by NAEMT and EMS World. Carscallen will be officially presented with this prestigious award on October 15 at the EMS World Expo in New Orleans, Louisiana.
Carscallen was nominated for this national award by peers in the Moscow EMS community. Nominees for the Paramedic and EMT of the Year Awards are scored on how the nominee:
Mayor Bill Lambert says of the award, “We are tremendously proud of Debby, who truly deserves this recognition. She is an integral part of the City’s and the Moscow Volunteer Fire Department’s team, and a shining example of the community of Moscow!”
Nicole Wheaton, Director of Emergency Services for Gritman Medical Center says in Carscallen’s nomination, “Debby is a paramedic whose purpose and focus are to serve her community and patients. Her positive attitude and humble demeanor have allowed her to achieve great things.”
City of Moscow Fire Chief Brian Nickerson says, “Debby is well known for her outstanding contributions to the EMS profession and the patients she serves. Her outstanding skills as a Paramedic and Firefighter are invaluable to the Moscow and Latah County EMS community. She’s calm under pressure, is always an advocate for the patient and she is a professional and compassionate care provider to our patients. She is regarded as a coach, teacher, and leader to all in the public safety community in Moscow and Latah County.”
Carscallen has been a member of the Moscow and Latah County EMS and Fire Community since she began as a volunteer EMT in 2002. For more than fifteen years she has served as a volunteer EMT, Paramedic, Ambulance Company 2nd Lieutenant, Firefighter, Rural Firefighter, Suppression Captain and also as a Reserve Police Officer for the City of Moscow.
In 2017, Carscallen was hired as the EMS Division Chief for the City of Moscow Fire Department. The City partners with and provides support to the Moscow Volunteer Fire Department (MVFD) which provides fire and ALS Paramedic services to the greater Moscow community. Under her leadership the volunteer recruitment and retention for the EMS company of the MVFD has increased by more than forty percent with 65 plus actively serving volunteers EMT’s and paramedics.
