The City of Moscow is seeking an experienced consulting firm to explore potential flood hazard mitigation alternatives and determine the most viable way to resolve flooding issues extending from the northeast city limits near Mountain View Park to the Paradise Creek crossing of the Troy Highway near the intersection with Styner and White Avenue (the impacted area). The modeling extent of the study will extend upstream to the area from Darby Road Bridge to south of the Troy Highway crossing. Alternatives will be developed and assessed to mitigate within the impacted area. The results of this H & H Study would be used for selecting an alternative, prepare 30% design documents and complete the Benefit Cost Analysis (BCA) of the selected alternative. An objective is to provide the City information to apply to FEMA for a Conditional Letter of Map Revision (CLOMR) upon the design of the selected alternative. The study must recommend well-thought-out flood mitigation strategies and actions to reduce the risk of flood damage and must include the participation and involvement of a broad spectrum of community stakeholders.
