Poverty on the PalouseIn December of 2017, a group of local citizens representing faith communities expressed concern with increased food insecurity needs in the community. This issue was also identified several years earlier, during the original Poverty on the Palouse Forum series held last in 2014. In 2014, homelessness was the issue brought to the City by Steve Bonnar, Sojourners Alliance Executive Director. Results from that forum included the development of Family Promise of the Palouse. Mayor Lambert is interested in reinvigorating the Poverty on the Palouse Forum approach to address this current pressing issue of food insecurity. The City is happy to facilitate this discussion and invites all interested community members to attend.

The Saturday morning event celebrates local farmers, artists, craftspeople and musicians by providing them with an opportunity to interact directly with the community and its visitors. Highlights include fresh produce, meat, delicious homemade baked goods, healthy nursery plants, beautiful flowers and quality handmade crafts. The Market is located downtown on Main Street and in Friendship Square. It is held each Saturday, May through October, from 8 a.m. to 1 p.m. Local musicians perform from 9:30 a.m. to 1 p.m. Thank you to Backyard Harvest for facilitating Shop the Market, area families can now use EBT or SNAP benefits to purchase: bread, eggs, fresh fruits, honey, meat, plant starts, and vegetables. Visit the Shop the Market booth at the Clock in Friendship Square to receive "Market Money" which vendors will accept for approved purchases.

Farmers Market CommissionIt is the duty of the Commission to suggest ways to promote and improve the Farmers Market, propose and/or review Market policies, keep abreast of trends and opportunities for advancing Market interests, products, standards, and offerings, and to otherwise act in an advisory role to the Council. The Commission will meet regularly to discuss market concerns; review and/or propose Market policies and report findings/suggestions to the Council at least annually; work with City staff to suggest ways to promote and improve Farmers Market; advise City staff on Market issues, where requested; keep abreast of trends and opportunities for advancing Market interest, products, standards, and offerings; and create increased awareness of Market needs and opportunities to insure sustainability and responsible management and growth.

Historic Preservation CommissionTo promote the educational, cultural, economic and general welfare of the public of the City through the preservation and protection of buildings, sites, monuments, structures, and areas of historic importance or interest within the City; to protect and preserve the heritage of the City by preserving and regulating historic landmarks, properties, and districts which reflect the elements of the City’s cultural, social, economic, political, archaeological, and architectural history; to preserve and enhance the environmental quality of the City’s neighborhoods; to establish and improve property values; and to foster economic development.

Human Rights CommissionIt is the duty of the Commission to affirm, encourage and initiate programs and services within the City designed to eliminate discrimination, improve human relations, and effectuate the spirit and intent of applicable human rights legislation. In these efforts, the Commission may enlist the support of community groups and public agencies. The Commission is to recommend to the Mayor and the Council policies and programs with the objective of implementing Commission goals and objectives concerning the civil and human rights of persons and groups in the community. Parks and Recreation CommissionThe Commission advises the Mayor and City Council on matters pertaining to public playgrounds, athletic fields, recreation facilities, and other recreation activities on any property owned or controlled by the City, and on other properties with the consent of owner and occupants. The Commission plans and recommends short and long-term improvements to provide for the recreation and cultural needs of the people. The Commission has the authority to make recommendations regarding Park and Recreation policies, programs, personnel and budget.

Planning and Zoning CommissionIt is the duty of the Commission to conduct a comprehensive planning process designed to prepare, implement, and review and update the City's Comprehensive Plan. The Plan includes all land within the jurisdiction of the City. It considers previous and existing conditions, trends, desirable goals and objectives, or desirable future situations for each planning component. Additionally, all maps, plats and replats of land which require the approval of the Council are first submitted to the Commission for recommendations.

First, the Commission is to provide advice and recommendations to the Mayor and City Council regarding intermodal transportation issues as directed with the goal of establishing a system of transportation and circulation within and around the City of Moscow that will make it possible for all people utilizing various modes of transportation to reach their destination safely and easily with minimum disturbance to adjacent uses. Second, the Commission is empowered to recommend to the Mayor and the Council policies and programs with the objective of implementing transportation goals and objectives of the Moscow Comprehensive Plan. Third, the Commission is to advise the Mayor and City Council as to the transportation needs of future City development, to encourage complete and logical circulation patterns which will adequately serve adjacent land uses throughout the Moscow area now and in the future, and to maintain and enhance the quality of life in Moscow by creating transportation systems which move people effectively and safely.
