| Farmers Market | The Farmers Market is a popular Moscow tradition that was established in 1976. The Saturday morning event celebrates local farmers, artists, craftspeople and musicians by providing them with an opportunity to interact directly with the community and its visitors. Highlights include fresh produce, meat, delicious homemade baked goods, healthy nursery plants, beautiful flowers and quality handmade crafts. The Market is located downtown on Main Street and in Friendship Square. It is held each Saturday, May through October, from 8 a.m. to 1 p.m. Local musicians perform from 9:30 a.m. to 1 p.m. Thank you to Backyard Harvest for facilitating Shop the Market, area families can now use EBT or SNAP benefits to purchase: bread, eggs, fresh fruits, honey, meat, plant starts, and vegetables. | Farmers Market Commission | It is the duty of the Commission to suggest ways to promote and improve the Farmers Market, propose and/or review Market policies, keep abreast of trends and opportunities for advancing Market interests, products, standards, and offerings, and to otherwise act in an advisory role to the Council. The Commission will meet regularly to discuss market concerns; review and/or propose Market policies and report findings/suggestions to the Council at least annually; work with City staff to suggest ways to promote and improve Farmers Market; advise City staff on Market issues, where requested; keep abreast of trends and opportunities for advancing Market interest, products, standards, and offerings; and create increased awareness of Market needs and opportunities to insure sustainability and responsible management and growth. | Historic Preservation Commission | To promote the educational, cultural, economic and general welfare of the public of the City through the preservation and protection of buildings, sites, monuments, structures, and areas of historic importance or interest within the City; to protect and preserve the heritage of the City by preserving and regulating historic landmarks, properties, and districts which reflect the elements of the City’s cultural, social, economic, political, archaeological, and architectural history; to preserve and enhance the environmental quality of the City’s neighborhoods; to establish and improve property values; and to foster economic development. | Human Rights Commission | It is the duty of the Commission to affirm, encourage and initiate programs and services within the City designed to eliminate discrimination, improve human relations, and effectuate the spirit and intent of applicable human rights legislation. In these efforts, the Commission may enlist the support of community groups and public agencies.
The Commission is to recommend to the Mayor and the Council policies and programs with the objective of implementing Commission goals and objectives concerning the civil and human rights of persons and groups in the community.
The Commission shall work with City officials to ensure that the City continues to be a leader in extending equal opportunity to its inhabitants, including but not limited to: employment opportunities in city government, training for city jobs, equality of services provided, equality of all before the law, and equal treatment of all by holders of City licenses, contracts and privileges.

The City Council meets on the first and third Mondays of the month at 7:00 p.m. in the Council Chambers of City Hall.
Public Works/Finance Committee
The Public Works/Finance Committee meets upon the second and fourth Mondays of the month at 3:00 p.m.? in the Council Chambers of City Hall, to consider matters concerning public works activities, solid waste issues and financial matters. Council members Jim Boland, Kathryn Bonzo and Brandy Sullivan currently serve on the Committee.
Administrative Committee
The Administrative Committee meets upon the second and fourth Mondays of each month at 4:30 p.m. in Council Chambers of City Hall. The Committee considers matters related to administrative affairs of the City, including those regarding the Police, Fire, Parks & Recreation, Community Development, Legal and Human Resources departments. | Moscow Pathways Commission | The purpose of the Commission is to promote and improve the development of a path system in and around Moscow, embracing three (3) important community concerns: (1) active transportation; (2) recreation; and (3) resource conservation / enhancement, and to otherwise act in an advisory role to the Council. | Palouse Basin Aquifer Committee | The Palouse Basin Aquifer Committee (PBAC) typically meets every third Thursday of the month starting at 2:00PM lasting no more than 2 hours. Visit palousebasin.org or email pbac@uidaho.edu for more information.
PBAC works to ensure a long-term, quality water supply for the Palouse Basin region. Its members consist of 12 representatives, two from each of the six member entities, which include: City of Moscow, City of Pullman, Latah County, Whitman County, University of Idaho, and Washington State University.

| Parks and Recreation Commission | The Commission advises the Mayor and City Council on matters pertaining to public playgrounds, athletic fields, recreation facilities, and other recreation activities on any property owned or controlled by the City, and on other properties with the consent of owner and occupants. The Commission plans and recommends short and long-term improvements to provide for the recreation and cultural needs of the people. | Transportation Commission | The Commission is charged under Moscow City Code with three main duties. First, the Commission is to provide advice and recommendations to the Mayor and City Council regarding intermodal transportation issues as directed with the goal of establishing a system of transportation and circulation within and around the City of Moscow that will make it possible for all people utilizing various modes of transportation to reach their destination safely and easily with minimum disturbance to adjacent uses.
Second, the Commission is empowered to recommend to the Mayor and the Council policies and programs with the objective of implementing transportation goals and objectives of the Moscow Comprehensive Plan.
Third, the Commission is to advise the Mayor and City Council as to the transportation needs of future City development, to encourage complete and logical circulation patterns which will adequately serve adjacent land uses throughout the Moscow area now and in the future, and to maintain and enhance the quality of life in Moscow by creating transportation systems which move people effectively and safely.
